The relationship matters more than the certificate design
When seeking an ESA letter in Illinois, ask how the supporting assessment relates to the state’s therapeutic-relationship standard. Illinois's statutory definition of a therapeutic relationship involves good-faith services and actual knowledge of the person's disability and animal-related need. It excludes an entity that issues a purported confirmation without meaningful assessment.
The definition includes more than one kind of professional or knowledgeable service source; it should not be reduced to a requirement to buy a particular commercial letter. Nor should a seller's questionnaire be assumed to establish that the statutory standard has been met.
Ask the issuer to explain their process
- Who will assess the request, and in what professional role?
- How will they learn about my circumstances and the animal's role?
- What information or follow-up might be needed?
- What document, if any, can they provide after assessment?
- How are corrections and permitted verification handled?
Ask these before paying when possible. For telehealth, also confirm the professional's authority for your physical location. An advertised statewide service network is not an independent check of the person assigned to you.
Illinois ESA letter requirements are best considered alongside the state act’s documentation provisions, including what is already apparent and what information reasonably establishes an unresolved need. Understand what the documentation provision addresses
Section 10 describes written documentation from a person with a therapeutic relationship that explains the disability-related animal need. It qualifies when documentation can be requested and says a standardized form is not grounds for rejecting otherwise compliant support merely because that form was not used.
If a property asks you to replace an existing document with its form, identify the substantive question the form is intended to answer. Ask the issuer whether the current information addresses it. Do not alter a signature or add a clinical conclusion yourself.
Handle clarification as a specific follow-up

Ask what requirement appears unmet and whether the concern is the professional relationship, animal-related need or authenticity. A certificate's appearance and the speed of delivery tell you little about the relationship that supports it. If a housing dispute has a deadline, address that deadline separately from obtaining further documentation.
