Ohio law addresses changes to housing policies
Before requesting an ESA letter in Ohio, identify the housing policy you need changed and whether the decision belongs to a private landlord or a university. Ohio Revised Code 4112.02(H)(19) addresses reasonable accommodations in policies and practices needed for equal use and enjoyment of a dwelling, including associated common areas. Applying that provision requires the actual housing facts; it does not create a purchased-letter approval system.
Identify the rule you need reviewed and who controls it. If you are a student in a privately managed apartment, do not assume the university's housing office makes the landlord's accommodation decision merely because the property markets to students.
Campus housing has an institutional workflow
As one example, Ohio State's combined academic-and-housing instructions separate disability-service review from Housing and Residence Education's room-assignment role. Existing registrants are directed to their assigned specialist rather than a duplicate application.
That is an Ohio State process, not a rule for every college or private rental in Ohio. Ask your own campus which route applies, what supporting information is needed and how the result will be communicated. A clinical document and a room assignment are separate outcomes.
Ohio emotional support animal laws and university procedures answer related but distinct questions. A campus disability office may review support for an accommodation while the housing office handles placement. Confirm both steps without treating one acknowledgment as completion of the other.
Notice if an animal question becomes a placement question
Ohio's private-housing disability rule addresses segregated placement based on disability unless requested or consented to by the person. If management says you must move to a particular floor or building, ask what is being proposed and why.
Keep the accommodation requested, the proposed location and any agreement distinct. Do not assume every suggested move is unlawful or that every move is necessary. The details and applicable coverage need review, especially if the proposed arrangement creates another barrier.
Prepare documentation for the actual unanswered point
An Ohio emotional support animal letter should address the actual housing question; bring that question to the clinician rather than asking for a generic certificate. Explain the animal's role, the relevant difficulty and what the reviewer says needs support. Ask whether the professional can assess the request and what follow-up may be needed.
For telehealth, give your physical location at the time of the appointment. Confirm professional authority, fees, corrections and extra-form arrangements before purchase. A state's name on a landing page does not establish those facts.

Older HUD guidance has been withdrawn and should not be presented as the current answer to every Ohio case.
